Emergency Bypass and Restoration of the Jaclupan Transmission Line
Following the severe damage caused to the Jaclupan transmission line by Typhoon Tino, multiple underground pipe failures were identified along approximately 2.6 kilometers of the main line. Pressure testing conducted by MCWD confirmed that the pipeline was non-operational — requiring an immediate alternative solution to restore water supply.
In full coordination between MCWD and WaterMatic-Tubig Pilipinas (WMTP), an emergency bypass plan was executed, utilizing an available WMTP transmission line to enable complete rerouting of the Jaclupan supply. Engineering and field teams worked around the clock to weld, align, and connect new pipe sections under tight emergency timelines, successfully linking the damaged segment to the new transmission infrastructure.
Operational Execution and Risk Management
Prior to commissioning, a full flushing operation was carried out to remove debris, soil, stones, and foreign materials from the new pipeline. Dewatering pumps and suction trucks were deployed to strictly control discharge flows and prevent flooding in nearby areas. All operations were conducted in coordination with Talisay City’s emergency response teams and under comprehensive risk management protocols.
The project aimed to restore water supply as quickly as possible to Cebu City South District and Talisay City reinforcing our commitment to operational resilience and rapid response under extreme conditions.
